The U.S. Chemical Safety Board's (CSB) Notice of Proposed Rulemaking regarding accidental release reporting is available for public inspection. This proposed rule describes when an owner or operator is required to file a report of an accidental release and the required content of such a report. The purpose of the proposed rule is to ensure that the CSB receives rapid, accurate reports of any accidental release that meets established statutory criteria.
The CSB has a statutory duty to issue a rule and is under Court order to do so no later than February 5, 2020. The Notice of Proposed Rulemaking sets out the requirements of the proposed rule and invites comments. Comments are due within 30 days after the date of publication in the Federal Register, which was Thursday, December 12.
